Steve,

There ARE criteria for copyright violation being a crime, at least according
to the US copyright laws...  Title 17, Chapter 5, Section 506...and guess
what that section is titled...CRIMINAL offenses.  And, I believe that
anything that is "criminal" means it is a crime.
