I may be missing something here, Slobodan, but as far as I know, for at
least the last 35 years in most major cities if there are "official"
press credentials, they have been issued by the cops. In the past they
certainly didn't involve that kind of background check, but the only
press credential that would do any good was an "official" one - issued
by D.C. cop, NYC cops, etc. After all, what do you need a press
credential for, other than to get past police and fire lines? If not at
something controlled by the cops, any employer issued ID will do.

On the other hand, you're right that we don't want the cops controlling
the press....

Yeah, yesterday I got my new press credential sticker for 2003-2004. It
makes me grit my teeth to see that the issuing agency is the LAPD and
not a press association, or some such industry or professional
organization. 
The initial application requires a three month investigation of one's
national records by the police department. Never mind owning a camera,
what about the here and now with the McCain snitch chip in our TVs, and
the snitch software in our computers. It's probably putting a smile on
Goebbel's crisped face. It makes his limited range radio look Neolithic,
