Subject: [Leica] Film developing question

When hand agitating a small tank development (Xtol 1+3) using Neopan 1600 13
min @ 20C, I see slight flow marks (darkish flame-like) from the narrow ends
of the sprocket holes in the film. It doesn't seem to effect the images any
but disappears after about frame # 22 or 23 on a 36 shot roll.

My books are mostly silent on this but other sources cannot agree on whether
this indicates over or under agitation.

Any information or advice will be welcome...
