I'm with the layers group.
Outer layer = Goretex (with hood).
Zip in = Polartec 200.
Under layers as needed (not much unless you're going >10 F with a lot of wind).
Long sleeve silk and cotton T's do a lot for winter comfort.
I also layer gloves (allows for one layer on trigger finger and two on the focus hand. If I'm shooting a lot outside I actually use a right hand glove with two fingers and the thumb removed. I wear this over a fine soft leather glove which allows a lot of finger sensitivity while limiting exposure to the elements.
