I guess I am confused by the question..... what criteria do you mean by
"more effective"?  Grain?  Shadow detail?  Film Speed?  Highlight over
saturation?

Ted is very right.... shoot the 3200 you have as quickly as you can
shoot......it is free after all.....

BTW, I would use the 3200 at an ASA of 800 and cut the development
time....... by how much?  by experiment!!!!!  It will cut the FB+F effect
which ( FB+F will INCREASE greatly due to radiation effects.... Kodak stores
the stuff in salt cellars for this precise reason....)
