While I was in Germany, I did come across these prohibitions. No, I do
not know the statutes. I was counselled on the street, and in train
stations, by more than one policeman about it. It also seemed that every
German knew their "rights," which they would all too freely spittle off
in your face. As distasteful as they were, it wasn't worth the hassle.
