A lot has to do with the structure of our society in general as it is very open and tolerant, and most of the time very trusting. The "fix" that many people are suggesting to combat this will result in loss of freedoms for all. There is a trade off that must be made if you want to "crack" down. Most Europeans know this and have mostly been willing to trade some basic freedoms for a better sense of security and tighter policies and laws. But I might point out, that they basically have the same problem as we do in controlling this threat even though they have stricter laws and rules. It really has not worked much better for them than it has for us. It's just that they have come to accept the threat as part of their everyday lives and we have not. I hate to say this, but I think many people that live in other parts of the world view Americans as arrogant. I never thought this would be the case, but when I lived overseas for several years I realized what they saw and came to believe they just might be right. We are more concerned about how big our SUV is and being able to happily motor along sucking the world's oil supply dry until the price of gasoline goes up. Then we start to bitch. I think there is a selfishness and arrogance in the way the United States consumes energy resources and this sets us up for a lot of problems in the way people view us. Yes, some of it is indeed jealously. But it is still valid.
