If indeed the saw/tool portion of this image did not exist in the original photograph then I would say - yes in this case Gene Smith created a photomontage. But the vast majority of Gene Smith's work does not fall into the photomontage category. But he certainly did use extreme printing techniques on individual photographs - to fine advantage - in heightening the drama. Now of course we (make that you - I haven't the time or the tools) can discuss the evidence which supports the claim that the saw/tool portion doesn't exist on the original Smith frame; in the same way folks have debated the validity of Robert Capa's dying soldier image.
