That's where the state allocates the property taxes to districts in "need". For example, in Johnson County, Kansas their excess monies go to the rural western regions. So no matter how willing the locals are to fund the schools their children go to for the most part they are unable to. A few years ago the Kansas City, MO district under court order nearly bankrupted K-12 education through the rest of Missouri. As to "no money for paper" that is largely a result of federal mandates to disadvantaged students that requires a whole raft of non-teaching staff to administer. Just another viewpoint.
