Not quite. "Racist" is a pretty open term - calling someone a "nigger"
certainly doesn't imply "hatred down to his very bloodline" or consideration
of the person as "less than human," but I think we can all agree that in
most contexts, it's racist.

Who said anything about hating the person who made the joke?
No one.
Trying to claim that everyone who found the joke distasteful and even
"racist" is hateful is downright silly.
