You are correct, at least mine works that way.
You focus with the aperture wide-open, then close down
to the pre-set metered stop. There are 2 aperture
rings, one is stepped, which does not closes the
aperture, and the other floats that controls the
aperture, you close with the float until it nudges
against the other fixed before you take the shot.
Sounds complicated, but really simple in practice.
