I don't know about the circulation vs. picture quality ratio, but I know that magazines make most of their revenue with advertising. So sometimes an article just is not published because it might offend an advertiser. Most magazines are about "making money". The editorial contents in them is there as an excuse to bring advertising to the "masses" and in the end it doesn't matter if it (the contents) lacks a bit of quality as long as it is cheap. I work for a magazine that is "given away" with the sunday paper. No problem, I like the work and all of the staff does it's best to do a good job, but sometimes it can get really frustrating!
