Sure if an angle lower than the child and looking up is going to make an interesting picture, go for it. Where this might occur? Good question, but given where kids climb on monkey bars at the park or play grounds is a possibility. It's a moment that may or may not occur at anytime, but the photographer must always be awake!!!!!!!!! and thinking and seeing possibilities all the time. It could be a situation where the quick reaction of the photographer dictates he just flops on the floor in a lying position simply for a more dramatic angle.
