I use actually three Canon zooms with Image Stabilization and it allows to "everybody" to take pictures at least two stops slower than usual. I, myself, can use a 400 mm at 1/15 sec handheld with a big average of sharp images. Without any doubt is a good characteristic. However it does not grant any improvement of the lens quality.
