Frank - Yes, the machines for checked baggage can be turned up and are when they encounter something suspicious. Result - nuked film. The carry-on machines cannot be turned up - they can adjust them to see better - adjusting the contrast - but the x-ray is consistent. It will not damage normal film with one pass, but if you might be going through several machines or are carrying high-speed film, it's better to pass around or use lead-lined bags.
