Matt,
Fluorescent light is definitely more energy efficient but I don't like the
way photos
look under it. For actually viewing and proving photos I really prefer
indirect
daylight. Tungsten light is generally warmer and IMHO would be preferable to
fluorescent for editing. 

That said, if it was me I would put fluorescent in the darkroom since it's
cooler and cheaper and the light would be off during work anyway. 
But do critical editing and proofing outside the darkroom in indirect
natural daylight.
