B+W and Heliopan are German. Hoya is Japanese. Until the early '70's,
Leitz and Zeiss Ikon and Franke & Heidecke made their own filters. After
that, Heliopan has tended, I understand, to make most of the Leica and
Hasselblad filters, while B+W made the Rollei filters for a while, and,
now, Heliopan. But this is subject to correction.

I would suggest avoiding Hoya and Tiffen, and going for either B+W,
Harrison and Harrison, or Heliopan, but, then, your mileage will
undoubtedly vary!
