Jason, is there any chance that these were taken with an LTM Leica? I had a
similar effect on pictures taken with my IIIf a few years ago. It only
showed up at high shutter speeds. The edges of the shutter curtain had
become frayed and the cloth edge was causing similar-looking streaks when
the shutter slit was narrow, 1/500 - 1/1000. This problem drove me nuts. I
couldn't see it on the negatives.

I smeared some glue on the offending edge and the problem went away.
Obviously the curtains will eventually have to be replaced. M Leicas (at
least my M4) have a metal edge on the curtains so they are immune to this
problem.

You could have some prints made and this would eliminate the scanner as
being the culprit.
