The printer does put down 720 dots per inch on the paper in that mode, but as you are saying it take a number of printer dots to print a pixel from the file you send to the printer. Since the printer can only print black or not (say for a grayscale image, using the Epson driver) it has to halftone the grayscale into a dot pattern that simulates tones...and that takes more than one printer dot to do. Basically same concept for color. You certainly are right, that most people don't understand the above. I believe it's irrespective of scanning though.
