For a good explanation of Coc go to: www.photostuff.co.uk/dofmstr.htm, or
just use the keywords "circle of confusion", and you'll get more information
than you can read.

If you want to compare various lenses everyone has to be on the same page.
Coc is an accepted standard used to determine lens performance, and has to
be adhered to if you want meaningful comparisons.
