This sounds like a pad on one of the pieces of weight equipment at my club - a
split tubular foam pad with nylon cover and velcro to keep it around the bar when
it's installed.  It may be proprietary to the maker of that particular machine
(Cybex, I believe) or it may be something generic that exercise equipment places
would have on hand.
