It is tough to get shots of people balanced with surroundings without a flash. I would recommend you bring a small flash. But you can shoot street scenes at night at f2 and very slow shutter speeds and get nice prints. The fountains at Bellagio and the Volcano at the Mirage are easy to shoot at night in this way.
