To measure for curtains with a voltmeter:

1) Solder 80 low value 1/2W resistors (available at Radio Shack)  together
in series end-to-end, spacing evenly (resistor value is unimportant, but all
should be identical).
2) Suspend the completed resistor strip from curtain rod height (do not
allow resistor strip to contact metal rod)
3) Pass a known, stable DC voltage through the resistor series circuit (12V
lantern battery is suitable).
4) Clip positive voltmeter lead to junction of voltage source and resistor
strip.
5) Clip negative voltmeter lead to resistor lead nearest floor at desired
curtain length.
6) Compare voltage indicated on meter to source voltage to calculate voltage
drop.
7) Using Ohm's Law (E=IR) calculate number of resistors through which source
voltage passed to achieve measured voltage drop.
8) Multiply number of resistors by resistor spacing; product is curtain
length.  Width can be calculated similarly.

Frankly, I'd use an Ohmmeter to measure for curtains.  It's easier.
