Lots of them had DV cameras too. If you look closely the cop in the picture you cite has an custom built box containing a TLR mounted on a bracket attached to the SLR, so he's actually shooting with 2 cameras. I imagine the TLR is for big crowd shots so they can pick out individuals in Photoshop and show the context of details they grab on the Nikon.
