[Leica] Lens cleaning - static?

What could this be?
I am using the Kodak cleaning fluid at the moment, and have dug up some old
silk underwear as recommended by Tina - however, it seems to me there is
static on the lens.  I was out last evening for a walk in a conservation
area with my dogs, and saw some white dust on the lens when I looked at it
in the sunlight - when I tried to remove it with a hand blower, it would not
move, although if I wiped it gently with a finger, it came off.  At home I
tried again to remove it with canned air, to no avail.  Could the difficulty
in removing it be caused by static electricity ? if not, any suggestions.
