The phrase was borrowed from a TV show call "Fraggle Rock" featuring some little creatures that lived in the sub-basement of an old inventor. They would go out to confer in the garden with Marjorie, The Trash Heap- an amorphous mound of compost that apparently has sprung to life, and uttered words of wisdom. The Fraggles sought her out as sort of Delphic Oracle. After her pronouncements, two syncophantic rat characters would say, "The Trash Heap has Spoken, NYAAH!" in a sarcastic, dismissive way! This denoted the end of the discussion. Finito! The term, NYAAH! usually precedes a Bronx Cheer, or Raspberry- where you stick out you tongue and make a somewhat sibilant farting sound! When done properly, it is guaranteed to be considered derisive, and fully understandable in any culture, especially when accompanied by a supercilious raising of the eyebrows, and a slight nod of the head! So there, NYAAH!
