My recommendation is "anything but Front Page".
I also recommend against Claris Home Page as being too pedestrian.

I use DreamWeaver myself. I have in the past used Visual Page and liked
it, but I needed more fancy features than it could deliver. Page Mill
is declining in value, and I've never developed much of a taste for
GoLive.

Those are the major players in this space.
