Jean-Claude,

The Leica Card is (was) a program where you paid either 95 or 195 DM and
got some special advanteges from Leica, including a free equipment
check, priority repair service, the Leica World magazine, and some other
freebies like calendars. It was officially for people in Germany, which
is why all the materials have always been in German only; and on Leica's
web site there are references only in the German section, although you
could join in other countries too, as evidenced by the fact that Pascal
and I (both in Belgium) are members. Presumably the relaunched program
next year will be more internationally oriented. I wonder why it takes
them so long to come up with a revised program, though--I mean, we are
not talking about a motor drive here ;-)
