Subject: [Leica] desperate for repair advice

howdy luggers,
  i recently acquired an m4-2 that seems to have some problems, i'm not
sure how serious they are or what might be involved in fixing them...

  first, winding lever gives a "ratcheting" feel when winding, exactly as
it would feel if you were dragging the sprockets across a piece of film
not moving in the camera.
  secondly, the all shutter speeds between 1 second and 1/125 of a second
are consistantly about 1/45 second where as 250-1000/sec the shutter
doesn't ever actually open, it and the curtian seem to transport the film
plane as one.

  camera was apparantly 100% functional before it got in the mail to me
and was recently serviced, box showed no untoward signs of abuse. i'm
assuming some tiny little plastic piece slipped possibly? any idea what it
might be and whether or not someone with reasonable mechanical skill might
be able to fix it?
