During World War II, the American arm of Leica, Ernst Leitz New York, was
seized by the US government under the Alien Properties Act, and was
administered by them.  Obviously, few shipments were received from Wetzlar
during the War, so Wollensak was contracted to provide LTM lenses under the
Leitz brand-name.

This lens is one such, and $17 is a steal:  it does have some collector value.
