The purpose of a dictionary is to provide a list of the words that are
actually used in a language, not to give advice on what words should be
used.  That "unquote" is used in American English is well established, even
if it is not used in the context you referred to.  My desk dictionary
defines it as:  "used orally to indicate the end of a direct quotation." 
That is, people say "unquote," even if they don't write it.
