I think it's simply a matter of lower labor costs to begin with.  In 1978,
the Canadian made 180mm APO Telyt cost only slightly more than the German
made 180mm Elmar.  Ordinarily, you would expect a much bigger difference in
price between these two lenses.   The original cost of the Canadian made
90mm Summicron-R was also quite reasonable compared to the German made
Elmarit-R.
