I believe that you are confusing the machines used for carry-on baggage
inspection (which do not normally harm film) and the new machines being
installed in airports around the world for inspection of checked baggage (that
is where terrorists prefer to place explosives). The latter will fry film, and
no lead bag will prevent it. The only solution at this point is to avoid
placing any film in checked baggage.
