It isn't the hand inspection equipment that is being replaced, it's the
"checked baggage scanners" and these new mothers are going to see what's in
your bag or you are pulled off the plane before flight to open  for
inspection.

So I think until some form of test is preformed by KODAK or other film
manufacturer the best bet is to keep film out of checked baggage, And I
wouldn't even consider using lead bags as one of two things are going to
happen, either the scanner will be turned to a level to blast through the
lead bag, therefore frying the film or the passenger will have to open the
bags for inspection.

Neither a happy scenario!
