What flash meter are you using? If it's a newer one, it probably has
multiple flash reading capability. (Minolta III, IV, V all do).

But lets see. For F11, you'd need two pops from the flash. F16 would need
four and F22 would thus need eight. You have to double (or half) for each stop.
