1) It's true: minor inside spots usually do not affect image quality. I've
the same with a 1957  38 mm Biogon (SWC) with no loss of quality.
2) Your lens is too young to show spots. Inside spots usually result from the
cement becoming leaky.
3) It's rather expensive to send it to Leitz and polish the lens
