Subject: Shutter slow speeds

Is it possible for a semi-handy person to attempt to 
repair/adjust IIIC slow speeds ?  They all act as "B".
When trying 1 sec you get a 1 second shutter after you
release the shutter button, until you release it the 
shutter is open as in the bulb position.
Any suggestions ?
