The second flash-synch outlet is for M-type flashbulbs. The synch speed is 1/50" not 1/60". With Vivitar flashes, the PC cord is often a problem: go to your village camera store and invest $10 or so in a 'hot shoe adapter', a device to give your camera a hot shoe.
