That is not correct. Perspective is determined by the distance to the
subject, not the focal length of the lens. If you shoot something with a
400 mm lens, and the same thing from the same distance (with lots more
foreground, obviously) the near-far relationships that are in the
viewfinders of both cameras are exactly the same.
