Barney,

I have no idea where you are :-) but if I saw it over here (UK) I would 
think it was a buddleia/buddleja/butterfly bush:

The next thing that might come to mind would be a lilac.

In either case it is far to early for them to be out over here! Even for 
buddleia which has become very common in towns and cities in recent years.
