Greetings to all.  Austin has(had) a policy that required landowners to
preserve at least 40% of their property to allow moisture to drain into the
aquifer.  There were various rulings on gravel being or not being
impervious and other rulings on roof overhangs contributing or not to this
rule.  This neighbor behind me appears to ignore this rule to prevent
flooding by installing astroturf on their whole front yard.  Besides
contributing to flooding it is also pretty sterile.  But it is graphic
which is why you have this:
