I will say in the States while there is some complaining the fishing
community does follow the limits and fishing regulations.  California into
Oregon has just put a total ban on one species of salmon fishing by any
group.  There has been a severe cod limitation up in the outer banks.  So
far the continental shelf of the US is holding pretty steady on most stocks.
