Cute. This was actually an Italian design, made under license by BMW and other companies for a few years in the 1950s.
Modern versions of these microcars exist, like this one: https://en.wikipedia.org/wiki/Aixam
I see them occasionally here in Spain. I think people buy them because licensing requirements are less stringent than for a regular car. They are essentially mopeds with 4 wheels and protection from the elements. They obviously cannot go on the motorway, city traffic is what they are meant for.
