"The Bat!" comes from Moldova, but that doesn't mean its customers do.
My various Moldovan friends hate Russia even more than many Ukrainians.
The IP addresses associated with neatlabs.com's servers are in New
Jersey.
The registrant of a domain name is usually unrelated to the owners of
the company represented by the domain.
neatlabs.com is registered with GoDaddy, which often suckers people into
paying extra for anonymous registrations.
Neat Image is sold by Neatlabs, which does not appear to have a
corporate center. It's a bunch of people who collaborate online.
Everything I've seen them write suggests that English is their first
language and that they keep current in US slang.
Their support page claims that they answer email.

While I was exploring this I saw a business-reference site that claimed
Neatlabs has sold fewer than 1000 copies of Neat Image in total.
