[Leica] LUG server was down but now back up

Thanks Brian, probably Belarus rather than Moldovia although the mafia 
statelet Transnistria could well be a source. We'll be hearing a lot 
about the Transnistria square on Putin's Great Game chessboard before 
the current war subsides.
