It is a new feature that came to Camera Raw a little while ago, and to
Lightroom CC in the last update - but is applicable only to RAW files.
After you import a RAW file into Lightroom CC or Adobe Camera RAW, right
click on the image, and choose "Enhance", which opens up a menu which
allows you to enhance details, and/or double the resolution (called Super
Resolution) using machine learning, which is the same as AI in Topazspeak.
Alternatively, you can access the feature in Lightroom CC using
Photo/Enhance from the menu. IMHO, not as good as Gigapixel when looked at
very closely on a monitor, but should not matter at all in the real world.
It is definitely less flexible than Gigapixel. without a doubt, though.

Cheers
