Not exactly in Photoshop, but in Adobe Camera Raw - remember it only works
on RAW files.
I think this is available only on the subscription versions of ACR and
Lightroom - Lightroom CC 10.3 and Adobe Camera RAW 13.3 definitely have it.
In both, load a RAW file for conversion, right click on the file, and
choose "Enhance".
