[Leica] Need help with ltm canon rangefinder

I know this is not exactly a Leica topic, but I expect someone here has used the Canon ltm rangefinders. I recently bought a Canon IIC rangefinder, similar to the Canon III ltm, and the slow shutter speeds are really slow.  1/25 is acting like it is B , and all slower speed are acting like T and only close when I wind the shutter.  Does anyone know how to adjust these?
