I will add that our homeless are fairly adept at scoping out what's best
for them.  In Austin the city is busy buying hotels to house the unhorsed
providing three meals a day and a snack with a large infrastructure to
provide clothing, medical, and sundry items.  We seem to have an increasing
population.
