[Leica] IMG: Local TV Channels

With the cost of BW dropping by the hour spiraling to the many niche
interests is very low cost and provides many reasons to stay with a
provider.   Many of those channels are provided at no production cost to
the BW provider(interested parties record and upload for the pleasure of
affiliate parties) so content storage and database maintenance is the
primary expense.
